A Pre-Audit prepared for an on-going or proposed project that is expected to have a lesser level of impacts on environment and society.
Who prepares a Pre-Audit Report in Zanzibar?
Like the Environmental Audit Report (EA), the Pre-Audit Report is prepared by a recognized expert or firm who is authorised to conduct an Environmental Impact Assessment, Environmental Report and Environmental in Zanzibar.
A proponent shall fill in EIA Registration form and submit to ZEMA with written notification on the name of the expert/firm selected to prepare the Pre-Environmental Audit for his or her project.
The selected EIA expert/firm shall prepare the Pre-Environmental Audit report based on the General Terms of Reference (ToR) for conducting Pre-Environmental Audit in Zanzibar and submit to ZEMA the final Pre-Environmental Audit report in soft and original hard copies as indicated in the General Terms of Reference for the review process.
Upon receiving Pre-Environmental Audit and payment of review fee, the authority shall identify the relevant stakeholder to be involved in the review process, circulate the Pre-Environmental Audit report to the identified relevant stakeholders, organize site verification visit to the relevant activity area and conduct review meeting. The outcome of the review could be Pre-Environmental Audit approval, Pre-Environmental Audit rejection or a request for further information. In case the Pre-Environmental Audit report is accepted, the Pre-Environmental Audit certificate will be issued, with conditions attached. The certificate will be valid for five years
This is conducted by ZEMA in order to ensure compliance and adherence to the approved environmental and social management plan, and to make sure the conditions attached with Pre-Environmental Audit certificate are fully complied with.
