Before any proposed project or activity that is expected to have lesser impacts on environment and society is carried out, an Environmental Report (ER) will be prepared for that project.
Who is preparing an ER in Zanzibar?
Like the Environmental and Social Impact Assessment (ESIA) process, an Environment Report must be prepared by recognized experts or firms who are authorized to conduct an EIA, Environmental Report, Environmental Audit and Pre-Audit in Zanzibar.
Procedure for conducting an ER
A proponent shall fill in ER Registration form and submit to ZEMA with written notification on the name of the expert/firm selected to prepare the EIA for his or her project.
The selected EIA expert/firm shall prepare the ER report based on the General Terms of Reference (ToR) for conducting ER in Zanzibar and submit to ZEMA the final ER report in soft and original hard copies as indicated in the General Terms of Reference for review process.
Upon receiving ER and payment of review fee, the authority shall identify the relevant stakeholder to be involved in the review process, circulate the ER report to the identified relevant stakeholders, organize site verification visit to the relevant activity area and conduct review meeting. The outcome of the review could be ER approval, ER rejection or a request for further information. In case the ER report is accepted, the ER certificate will be issued, with conditions attached. The certificate will be valid for five years
- This is conducted by ZEMA in order to ensure compliance and adherence to the approved environmental and social management plan, and to make sure the conditions attached with ER certificate are fully complied with.
